Lets get Started 

Open new raster 900x900

Copy and Paste frame layer

Duplicate-image-mirror

Copy and Paste paper drag below frame layer

Use eraser tool to remove outside access

Copy and Paste cluster flowers

Duplicate-image-mirror

Copy and Paste hearts apply drop shadow and duplicate

Copy and Paste remaining elements by sample

Copy and Paste tube or tube of choice-image-mirror

Adjust size and place below frame layer

Double click on tube layer and adjust opacity to liking

Copy and Paste tube again and drag below element layers

Adjust size so fits to liking

Right click in the raster layers and merge invisible

Duplicate and double click on layer

Change blend mode to soft light

Add name - adjustments-add/remove noise-add noise

Add copyright info
