Lets get started 

Open new raster 700x700

Copy and Paste grass stump and place towards bottom of raster

Copy and Paste cement steps behind this layer

Copy and Paste the cluster grass and duplicate

image-mirror for both sides

Copy and Paste the long stem leaves

Duplicate-image-mirror

Copy and Paste tiger lillies 

Duplicate-image-mirror

Copy and Paste cluster flowers

Duplicate for both sides

Copy and Paste the single flowers 

Arrange by sample

Duplicate the dragonflies and sparkles

Copy and Paste remaining elements by sample

Add tube or tube of choice

I merged layers to invisible and applied Radiance

This is optional

Add name-gradient glow-drop shadow-bevel (optional effects)
