Open new raster 700x700
Copy and Paste frames and adjust size as needed
Copy and Paste stage background place below frame layers
Copy and Paste flowers duplicate image mirror
Copy and Paste balloons, duplicate white balloon
Copy and Paste tube or tube of choice
Copy and Paste ribbon duplicate-image-mirror
Copy and Paste remaining elements by sample
Add name, I applied Gradient Glow
Add copyright info
